Sheff Wed Deals with Major Issues, Says New Football Authority

'We will play a key role in football's future' - newly appointed regulator the new chairman

The team's persistent issues constitute a "serious issue" and the independent regulator is seeking powers to investigate clubs in such situations, its new chair David Kogan has announced.

During an extensive discussion, the regulator, who was named to the position this week, showed understanding towards Wednesday's fanbase.

The regulator engaged with four fan organizations representing the Championship side this week.

The football club have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," Kogan told.

"The club represents one of the historic institutions for football in England and this week we have met fan representatives.

"Our aim is to acquire the ability... which will permit us to bring the club and similar situations submitted for our review if they require examination and dealt with."

Economic Challenges and Ownership Situation

The club's controversial proprietor the current owner indicated in the summer he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with interested parties.

Missed wage deadlines on time in March and May caused limitations by the football authorities in summer, preventing the club from carrying out any recruitment activities for the following recruitment periods, although that restriction was lifted in late summer.

Regulator's Perspective

The chairman stated: "Our role exists to serve the supporters of Wednesday, other clubs in similar situations where supporters are loyal to a regional establishment that has been part of their lives in multiple situations.

"I fully appreciate the team's plight, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the supporters."

Questioned about whether the authority might compel an owner to sell a club if they are judged inappropriate, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the authority would rather to collaborate with owners.

"Our least desirable course of action is begin intervening in an particular organization, an individual owner, without being able to work with that chairman to fix the issues that the club's facing and the chairman's encountering," the chairman stated.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been particular chairmen, few in number, but particular people who have shown negligence in the way which they've been managing their organizations and finally don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to explain the responsibilities of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the remarkable development accomplished could disappear swiftly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a huge success story - we must maintain momentum.

"Considerable investment flowing into the game and has been channeled for the past two decades, because there's no guarantee it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on risk and of course, of the immediate future."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of the nation. But at the same time, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in recent years.

The chairman contributed funds to government minister the politician's campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any form of political activity."
